Flora Chan

Flora Chan is a Tax Partner of PwC Hong Kong’s corporate tax practice and BEPS 2.0 Pillar Two team, specialising in the global minimum tax under BEPS 2.0.

Flora has worked with multinational listed and private groups across different industries (including financial services, property development, consumer products, logistic and transportation, oil and gas, etc.) to assist them with Pillar Two impact assessments, modelling, technical advice, mitigation planning, operational enhancement, and training for in-house teams. Flora has also provided Pillar Two related consultancy services to government body.

In addition, Flora has extensive experience providing Hong Kong tax advisory and controversy services, and Australian tax advisory services to conglomerates, listed and large private groups, local entities as well as charitable institutions. Flora assisted clients in resolving profits tax, salaries tax and stamp duty disputes and tax audits with the Hong Kong Inland Revenue Department and has experience in managing Board of Review proceedings for overseas clients. Flora also assisted clients to prevent and manage tax controversial issues such as capital gains, and tax residency status, and advise on group restructuring.

Prior to joining the Hong Kong office from the Sydney office, Flora has extensive experience working with clients in the Media and Entertainment and the Consumer Product industries and has provided tax advice on numerous international and domestic acquisitions, disposals and restructuring, including advising on various international tax issues, profit repatriation, participation exemption and tax residency. She also assisted clients with objections, private binding ruling requests and risk reviews conducted by the Australian Taxation Office.

Flora graduated with a degree in Commerce from the University of New South Wales. She is a member of the Institute of Chartered Accountants Australia and New Zealand, the Taxation Institute of Hong Kong, and the Association of Women Accountants (Hong Kong). Flora is a regular speaker at various tax events organised by professional bodies and chambers of commerce in Hong Kong.
